The Lagos State Government has unveiled sweeping reforms in governance, primary healthcare and basic education under its Human Capital Opportunities for Prosperity and Equity (HOPE) Programme, as part of efforts to deepen service delivery and improve residents’ quality of life.
Governor Babajide Sanwo-Olu made this known on Thursday during a public sensitisation and presentation of the initiative at Lagos House, Marina, describing the programme as a strategic intervention targeted at strengthening human capital development across the state.
Sanwo-Olu explained that the initiative, anchored on three pillars — HOPE-EDU, HOPE-PHC and HOPE-GOV — is designed to ensure that investments in critical sectors translate into measurable and tangible outcomes for citizens.
According to him, the state has recorded notable progress in governance reforms, including improved budget performance, strengthened public financial management systems and the expansion of digital platforms that enable residents to monitor government spending and project implementation in real time.
In the health sector, the governor disclosed that Lagos now operates over 330 functional primary healthcare centres, many of which have been rehabilitated to enhance community-based service delivery. He added that expanded access to free healthcare services, increased enrolment under the Ilera Eko Health Insurance Scheme and sustained investments in medical infrastructure remain key priorities of the administration.
The Commissioner for Economic Planning and Budget, Ope George, described the HOPE Programme as a results-driven initiative supported by the World Bank to strengthen financial and human resource management across key sectors.
He noted that the reforms are focused on improving transparency and accountability, highlighting measures such as the adoption of the National Chart of Accounts across local governments, online publication of budgets at state and council levels, and payroll reforms aimed at eliminating irregularities in the public sector.
Also speaking, the Commissioner for Basic and Secondary Education, Tolani Alli-Balogun, outlined ongoing efforts to improve learning outcomes through strategic teacher recruitment, continuous capacity building and the distribution of textbooks in core subjects including Mathematics, English and Basic Science.
He further emphasised the integration of digital learning tools and the deployment of additional teachers to bridge gaps in critical subject areas, stressing that the reforms are geared towards ensuring equitable access to quality education for all learners in the state.
In his remarks, World Bank procurement specialist, Akin Onimole, commended the Lagos State Government for demonstrating strong political will and institutional commitment in driving governance reforms. He noted that the HOPE Programme is structured to address systemic bottlenecks affecting service delivery, adding that Lagos has exhibited commendable transparency and efficiency in implementation.
Similarly, the Chief of the Lagos Field Office of the United Nations Children's Fund, Celine Lafoucriere, highlighted the agency’s collaboration with the state in strengthening primary healthcare systems and advancing child-focused services.
She pointed to ongoing partnerships in immunisation campaigns, nutrition interventions, birth registration and digital learning initiatives, including the Nigeria Learning Passport, which supports personalised learning for both students and educators.
The HOPE Programme is expected to further consolidate Lagos State’s position as a leader in public sector reforms, with a strong focus on transparency, accountability and improved outcomes in health, education and governance.
